In Scotland, England or Wales, each Water Supplier has the duty to enforce the Water Supply (Water Fittings) Regulations 1999 ( the Water Byelaws 2000 in Scotland) in the area to which it supplies water.  The Regulations and Byelaws 2004 are identical in their technical requirements and references here to “the Regulations” include both.  In Northern Ireland the current water regulations are to be amended, after which it is expected they will also be technically similar to the rest of the UK.

In enforcing the Regulations, each Water Supplier will interpret the requirements of the Regulations as it considers is fair and reasonable.  In doing so, to promote consistency of interpretation, Water Suppliers should adopt the following guidance and advice which has been agreed on behalf of the Water Supply Industry by the Technical Committee and Sub-Committees of the Water Regulations Advisory Scheme (WRAS).  It is published for the information of Architects, Designers, Manufacturers, Suppliers, Installers, the Water Supply Industry's customers - the general public - and also staff or representatives of the Water Supply Industry itself.
