Where can I get a copy of the new Water Fittings Regulations and Scottish Byelaws?

On 1st July 1999 new legislation replaced the Water Byelaws in England and Wales for the prevention of Waste, Misuse, Undue Consumption, Contamination and Erroneous Measurement of a Water Supplier's mains water supply. This new legislation is The Water Supply (Water Fittings) Regulations 1999.

A free copy of the  Water Supply (Water Fittings) Regulations 1999 can be downloaded from the HMSO website providing they are reproduced in full and the strict HMSO guidelines are adhered to. In addition a free copy of the Water Supply (Water Fittings) Amendment Regulations 1999 can also be downloaded from the HMSO website.

Alternatively a hard copy of the new Regulations can be purchased directly from  your local HMSO stationary office. The Regulations are Statutory Instrument No 1148 and the amendments are Statutory Instrument No 1506 both dated 1999.

Similar legislation was also adopted as the Water Byelaws 2000 in Scotland on the 4th April 2000. After the formation of Scottish Water, a revised set of technically similar byelaws came into force on the 30th August 2004, known as the Scottish Water Byelaws 2004. A free copy of the new Scottish Water Byelaws 2004  can be downloaded from the Scottish Water website.

From 3rd August 2009 revised Water Fittings Regulations apply in Northern Ireland which are technically very similar to those in England and Wales.  For a copy please use the link: http://www.drdni.gov.uk/index/water_policy.htm

In conjunction with the water suppliers the Scheme has published two information leaflets which briefly explain the new water regulations and Scottish byelaws and some of the major changes which include backflow prevention, notification and the flushing of WCs. These leaflets are:

Regulations and Byelaws, what they are and how do they affect you?

Regulations and Byelaws, information on notification of proposed plumbing work.

The official guidance documents to the new Regulations and Byelaws published by the DETR are available on the DEFRA website. These can be found at:
