The new Water Fittings Regulations
in England and Wales and the new Water Byelaws in Scotland like the
Water Byelaws they replaced, require the owners of properties to ensure
that their plumbing systems comply with the strict requirements of the
regulations and byelaws. It is a defence however if the owner can prove
that "the work in question was carried out by or under the direction of
an Approved Contractor". Members of the Water Industry Approved Plumber
Scheme (WIAPS) are recognised as Approved Contractors referred to in the
regulations and byelaws. The Scheme's Approved Groundworkers are
recognised for their ability to install external pipework in accordance
with the Water Fittings Regulations and Scottish Byelaws.
