Technical Committee

The WRAS Technical Committee is appointed by, and reports to, the WRAS Board. 

Purpose

The WRAS Technical Committee purpose is to advise the WRAS Board on technical issues relating to the interpretation and enforcement of the Water Supply (Water Fittings) Regulations/Scottish Water Byelaws and perform such other functions as the Board may, from time to time, decide.

Functions

1. To facilitate consistent interpretation and enforcement of the Water Supply (Water Fittings) Regulations/Scottish Water Byelaws by Water Suppliers 

  • To agree, on behalf of water suppliers, technical guidance and advice to promote and support consistent interpretation of the requirements of the Water Supply (Water Fittings) Regulations/Scottish Water Byelaws 
  • To oversee the Technical Support Groups (TSGs). The TSGs will consider matters relating to the implementation of the Water Supply (Water Fittings) Regulations/Scottish Water Byelaws and where appropriate, will propose suitably formulated and documented recommendations to the Technical Committee.

2. To promote compliance of materials and products with the Water Supply (Water Fittings) Regulations/Scottish Water Byelaws

  • To oversee the WRAS products and materials approval schemes. 
  • To oversee the Product Assessment Group (PAG) which will, on behalf of water suppliers, assess products for compliance with the Water Supply (Water Fittings) Regulations/Scottish Water Byelaws. Where appropriate, the PAG will propose suitably formulated and documented recommendations to the Technical Committee. 

3. To encourage installers to comply with requirements of the Water Supply (Water Fittings) Regulations/Scottish Water Byelaws

  • To oversee the operation of the Water Industry Approved Plumbers Scheme and its’ partnership with WaterSafe Installers’ Scheme Limited. 

4. To participate in the development or revision of national or international standards in accordance with the aims of WRAS.

5. To tender advice to the Directors of WRAS on any matter relating to its operation 

6. To report to the Directors of WRAS at least once annually on the discharge of its functions. 

7. To carry out such other functions as may be assigned to it from time to time by the Directors. To establish, and oversee, as it may from time to time think fit any sub-committee, working group or panel to advise it on any aspect of its functions

8. To ensure that WRAS consults and liaises with other bodies as it may think appropriate in the discharge of its functions.

Membership

The WRAS Technical Committee meets three times a year. Members of the WRAS Technical Committee are appointed by the WRAS Board. Its membership is made up of water suppliers’ employees or consultants with either direct knowledge and/or experience of enforcing the Water Supply (Water Fittings) Regulations and Scottish Water Byelaws or expertise in other technical areas such as water quality and the law.
